Contact Before Allocation

Ethiopian adoption is handed by the Children and Youth Section of the Children, Youth and Family Affairs Department (CYFAD) of the Ethiopian Ministry of Womens Affairs (MOWA).  CYFAD of MOWA appoints one agent per adoptive country.  For Australia, Lakew and Misrak hold power of attorney on behalf of adoptive parents.  They are the applicants' representatives in the eyes of MOWA. Lakew is a highly educated and respected adoption agent. He has years of experience in the field.

 

Do NOT contact MOWA or Lakew or Misrak. 

 

If you have a problem with your adoption process - contact your State Department.

If you have queries about adoption in general - then contact your State Department.

 

Australian authorities DO NOT permit contact with Lakew and Misrak, until after your State Department specifically informs you that you may contact them - please note that some departments do not allow contact before or after allocation. 

 

If you do not follow this - it can result in your file being recalled or terminated. Direct contact prior to allocation can be open to misinterpretation by the respective government authorities (e.g. seen as soliciting a child) and could jeopardise your allocation and the reputation of the program. 

Any contact should be directed through your State Department or social worker.

 

 

Contact At or After Allocation

You are responsible for NOT making inappropriate contact with Lakew or Misrak (your Powers of Attorney).

All contact with Lakew and Misrak is prohibited unless your State Department specifically permits it.  Some departments do not allow contact even after allocation.

  

Lakew and Misrak will make arrangements to contact you via your department/agency should the need arise.  Please remember ... if you do not follow this - it can result in your file being recalled or terminated.

  

Parents contacting Lakew and Misrak after allocation cost Lakew and Misrak valuable time that would be better used caring for children and processing your and others' files. The processing of files is complicated and time consuming, so please keep communication to the absolute minimum.

  

If you are trying to chase up history about your new son/daughter , this is best left until you meet with Lakew and Misrak face-to-face, rather than by correspondence or phone, as this avoids misunderstands and confusion. Also remember that there is often little or no information, or that different information might come to light when you get to Ethiopia - this is one of the many challenges of adopting from Ethiopia. Take your list of questions, and ask your questions - but be prepared for surprises.

 

If you would like to visit places (e.g. orphanages, foster homes etc) that your son/daughter may have lived out, WAIT until you speak with Lakew and Misrak face-to-face before organising to do this, AND discuss with them what you would like to do and follow any advice that they offer, even if it isn't advice that you were hoping for.
